Neighborhood Plans
A Neighborhood plan is intended to offer guidance by providing a means for residents and stakeholders to identify, preserve and build on the positive qualities of their neighborhoods, and to set goals and priorities that will shape the future of their area in the years to come.
Public meetings are held to find out the important issues and concerns on topics such as: public safety, community services, housing, recreation, infrastructure, transportation and zoning. The concerns are assessed, prioritized, and implementation strategies developed. The Executive Summary is prepared to finalize the report. The Plan is then presented to the Planning Commission and Metro Council for adoption.
The 1989-1990 Clifton Neighborhood Plan began with a public meeting on November 10, 1988. Two additional public meetings to review the process occurred on March 13, and June 1, 1989. The study was published in October, 1989. One of the top recommendations was to rezone all properties to their current use and density to stabilize the neighborhood. The area wide rezoning was approved September 21, 1990.
The 2000-2010 Clifton Neighborhood Plan, a second generation plan, began on February 1, 2000 with a questionnaire mailed to all Clifton addresses asking residents to participate in the process and provide ideas on how to improve the neighborhood. Eleven Work Groups were formed with 45 work group members. Ten major projects were developed, and the Executive Summary was presented to the neighborhood at a public meeting on September 19, 2000. The merger of city and county government and the development of the 2020 Comprehensive Plan delayed the adoption of the Executive Summary by Metro Council until February 10, 2011.
The 2016 Neighborhood Plan was conducted in conjunction with the Planning Team from the University of Louisville, Urban and Public Affairs, Neighborhood Planning Studio. The first visioning meeting was held on September 22, 2016, followed by a community workshop on October 13. The study completed in December, 2016 provides recommends on Land Use and Community Form and Mobility and Transportation.
