D.D. Williamson Rezoning Information

Planning Commission Public Hearing – 26-ZONE-0030
Thursday, April 23, 1 pm, Old Jail Building, 514 W. Liberty St.
1901R Payne St. Rezoning M2 to CM, DD Williamson property

3/9/26 pre-application filed
The Planning Commission staff recommends a rezoning from M2 to CM.
M2 is medium industrial manufacturing
M1 is light industrial manufacturing
CM is a combination of C2 commercial/retail and M1 light industrial manufacturing
CM also permits a mix use of office and residential
=========================================
Multiple cases are scheduled on the Planning Commission public hearing agenda. 
The meeting normally follows the agenda until all cases are heard.
The Planning Commission staff will have 5 minutes to present the staff report supporting the rezoning from M2 to CM
The Clifton Community Council will be given 10 minutes to make their presentation.
Residents may attend and sign-up to speak for up to 3 minutes stating their agreement or disagreement, suggest alternatives and give reasons for their position.
The Planning Commission members will vote to recommend approval or denial to the rezoning, continue the hearing to a later date, or defer action.

  • Hearing notices are sent to adjoining property owners 14 days prior to the public hearing;
  • Signs are posted on the property 14 days prior to the hearing; and
  • Legal ads are placed in newspapers not less than 7 days nor more than 21 days prior to the hearing
  • Neighborhood groups that have registered with the Office of Planning are notified 7 days prior to the public hearing
  • The staff report will be attached to the Planning Commission HTML agenda. 
 
After April 23
If the Planning Commission unanimously approves the rezoning to CM their decision will become final after 21 days of the Planning Commission date,
Unless someone from the public files a statement with the Planning Commission stating they have been aggrieved by the decision
and/or a Metro Councilperson files a resolution to bring the case to Metro Council’s Planning & Zoning Committee
 
The future
When DD Williamson sells the property to a new owner, the new owner will be responsible for any additional environmental clean-up based on the use they select for the site.
 
The new owner will submit a development plan to the Planning Commission and for review by agencies like Louisville Fire, MSD, LGE, Louisville Water, Public Works, Health Dept, Air Pollution Control, KY Division of Water, AT&T, TARC, and other agencies.  Applications for waivers and/or variances will also be processed by staff and submitted to the appropriate approval body (LD&T, BOZA, Development Review Committee, etc.)
 
The new owner will also submit a Certificate of Appropriateness application to the Landmarks Commission to obtain approval of the design for their new construction plans.  The Landmarks Commission staff will study the proposal, prepare a staff report for the Clifton Architectural Review Committee, and schedule a public hearing to be held on a Wednesday, 4:30 pm, 444 S. 5th St. in the 1st floor conference room.
